Is it more sanitary to wash your genitals after defecating or to wipe with toilet paper?

Basically, I just want to know if it's cleaner to wash your butt with water versus just simply wiping it a tissue paper. My friend believe that wiping it with a tissue is not enough to clean the anus. Please reply asap.
